Anyways, I think it ups the stats of Latais and Latios greatly, that's what I heard. I might be wrong probably, but that's what I know.

If memory serves me correctly, someone in the rocket... space... type place gives it to you in Mossdeep. I forget if it's found elsewhere.

And about Soul Dew, it raises both special stats of the Lati if it's held by them. Lucky turds...
