I think its Mr.Mime because He seams to be the opposite of Wobbufett, And with Lines 3-6, It might be referring to him using Barrier or Reflection...Lines 7-8 might refer to his underratedness and saying that he isn't useless...Line 9.....He seems to be a calm pokemon and would like to stop violence...I dont know about Line 10......Although I know octo is a Mister Mime fan

Just adding on to what The Fad said. Mimes do not speak, so Mr. Mime wouldn't wait to speak, else breaking the code of honor for mimes (if there is such a thing).

Blue Ditto: Does the second to last and last lines refer to the pokemon gaining a particular move by TM? Because a Technical Machine comes from an item case.

...Or does "item case" refer to the actual "items pocket" in the game?

It's tough to guess, because so many pokemon can use these moves.

The only one I can think of is gligar, because the second line could refer to its typing (flying and ground), the mist could mean defog, and the darkness could mean dark pulse, but it doesn't know any electric moves or confuse ray, so I'm pretty much stumped.

The only other guess I can think of is spinda for the first line, but I don't think it matches the rest of the riddle.

Shadow Eeveelution: I shouldn't be answering yours, as you didn't answer Blue Ditto's, but Fluffy Weather sounds like Altaria.

The Fad and PokemonHero: Great guess, but it isn't Mr. Mime. That was a close guess though, and as a hint, the answer to the riddle could actually be considered an "associate" to Mr. Mime in a way... I'm not telling you how, but it is.

For the 2nd Pokemon is it Salamence?A Shelgon have a hard shell(defenser),
and once it evolves it lost the shell.

Nothing is real and nothing is true in the original, Japanese anime, when sudowoodo talked, it would always sound like he was saying, "FALSE!"
I am not like he who’s blue sudowoodo's speech pattern was in contrast to wobuffet's, who sounded as if it was agreeing to everything. In the English version, however, it looked as if they were similar, as they both saluted
You might catch me when I fall sudowoodo blends in, thus is hard to find, but it doesn't change colour, thus is easier to find during fall

But if I shine bright and stand tall shiny sudowoodo has red branches
You won’t catch me if I fall ...thus a shiny sudowoodo is harder to find in fall
