Alright. You're one of the best spriters here and I aspire to be of your level, so I figured I'd try to give you some serious critique. Ryubane seems to have covered some critique your sprites could use, so I don't have much to say.
Chewii is a great sprite and design, but I find the contrast between it's shading and skin colour to be much too close. The shading colour needs to be slightly darker, perhaps by a lum of -10 or so. Trust me, I've had this problem with my sprites before aswell, and it turned out much better. I'm not telling you to change the colour of its skin, just make the shade a slightly deeper colour so it's more noticeable.
A similar thing could be said about Muttl, where at first glance I can hardly notice the amazing shading you've put into that sprite. The light shading really detracts from making it look more dynamic.
As for your designs in general, I'm quite fond of them. They have that sort of unique touch that makes Pokemon "Pokemon, and each sprite has its own sort of energy or mood to it. My only concern is of your Fire starter, Firebrat and co. The fact that it's Fire/Dragon would hypothetically put it at an advantage over the other two starters, as it would take neutral damage from your water starter, and the water starter would have no real way of easily beating it, unless it learned a rock move leveling up. I only have this concern because typically, the water->fire->grass type triangle is kept throughout the whole evolution chain. Blastoise beats Charizard, Empoleon can beat Infernape (hypothetically if Infernape didn't KO it first with a fighting move) etc. Of course, in Sinnoh's case, the triangle goes full-circle.
I also have a question. Would I be able to use your "pokedex format" for my own region? I'd happily give credit for it, miss Cece.
So it seems the biggest problem with the majority of my sprites is the lack of contrast between shades, so I'll definitely have to go back and ramp it up.
I probably will have Otrrewa's line learn a rock move or two as it levels. I really want to keep Skorrat as fire/dragon. It's also supposed to have a low SpeD, w/ Lutrain having a high SpAt, to help even it out a bit. xD; They both have high speed. Skorrat's stats pretty much render it mostly useful as a physical sweeper.
At some point I might end up changing Skorrat to Fire/Flying. Then he would pretty much be obliterated by Lutrain no problem xD;
I'll probably start putting stats up with the pokedex once I get most of the pokemons done/start working on the game.
