Pokemon Sapphire help

I'm new to this competitive battling thing, but I know a bit of it. I've used this team on a couple programs, such as pokemonshowdown, or Pokemon Online. I won a couple times, but I lost more. I need help figuring out which Pokemon should stay, and which should go.

I had a bit of trouble using Scizor, so it would be fine replacing that. I also had a bit of trouble using Jolteon. I think I need more walls in my team, but that's why I posted here.

P. S. I think I could get any Pokemon from Kanto - Hoenn.

I'm pretty new at team building too, but if I were you, I would take Scizor from your team and grab a Psychic pokemon, which looks like a weakness you don't have covered.
If you feel like losing Steelix too, grab a Metagross so it can cover both Steel and Psychic.
Then, you could grab a Crobat, for example, he's a mad fast bastard, a Golem, or even a Machamp, If you have the chance.
In case you don't feel like getting Metagross for him being used so often, then I would reccomend a Gardevoir.
