Pokemon specials on DVD

Does anyone know a good website of where I can order those Pokemon specials that haven't come to the US yet?

Why the heck have they released the full-boxset (vol's 1, 2, and 3) with only 3/4 of the possible episodes? I'm beginning to wonder if the likes of "Search For a Legend" will ever get released on DVD since the organisation of some of these boxsets are crap.
