Piplup?
First, to cross the water, Blaze uses a bounce, then he hits a rock or pokemon or anything in the water, and due to newtons third law of motion (I LOVE that law!) he propels up, he continues until he makes it to dry land.
Second, Blaze knows due to his type disadvantage, he needs to find and alternate way to go up, so Blaze uses dig next to the mountain with a waterfall he must climb up, and uses bounce to go up, if he falls, he uses flamethrower to make a pocket for him to grab on to.
Finally, Blaze prepares a battle, by digging he punches the Rapidash from her hole over and over again, and digs very lows, bounces, drops the Rapidash and himself in the hole, and starts to brick break since the rapidash's number one quality is speed, and the hole prevents that. Once the battle ends, he bounces, makes pockets, and gets out, to make it to the gate.
