in one of the pokedexes it says the the lati@s are highly intelligent and can understand human speech. But don't other pokemon understand humans too? how would they use their attacks. And ash and pikachu sort of talk to each other.

One: the animie and the game are two different things.

Two: I think what they are trying to suggest is that Latios can understand all human speech. Pokemon can only understand attack names and strategies until they spend a lot of time with their trainer. Then they can understand them totally.

Also note that Pokemon usually trained have better connections with humans than those that are from the wild and tend to go off by instinct, opposed to human speech.

Latios and Latias should have been able to understand human speech in Pokemon Heroes, but oh well.

You overlook the fact that, even in the games, you can order your Pokemon to use certain attacks. It's not like taking a dog to obedience school, neither, because you can order around a Pokemon you just caught, or tell a Pokemon to use a move it just learned to use.

Of course they understand humans. They've shown that ability many, many times. Of course, they'd have to be around humans for a while before they'd understand them, but they obviously pick it up at some point. Anyone who thinks that Pokemon can't understand humans is obviously a Pokemon newbie. Or they're just stupid.

Doesn't Lapras have the ability to understand human speech, too? I believe I remember Tracey saying something about it in the early Orange Islands. It's not just limited to the Lati's.

I think Lapras and the lati's can understand eveything, but normal pokemo can only undertsand attacks and stuff(just like people have already said)

I think what they would mean is 'speech capacity'. Maybe they are saying that the Latis are so developed mentally that they are able to mimic a human's way of speaking?

I thought in the anime only Meowth can learn human languages.

PK2000's Slowking could talk as well, though they never explained why. Also, there was the talking ghastly way back when.

in the first pokemon movie mewtwo could use telepathy and he even had conversations with one of the trainers.
