Poliwrath without a doubt. It's not my third favorite Pokémon for nothing I don't not like Politoed, I just adore Poliwrath so much more. I honestly don't know why, but I do.

So yeah, unless it's for Pokédex purposes, my Poliwhirls will always become Poliwraths. Not to mention, it's a lot easier to get Water Stones than King's Rocks.

I like Politoed. Why, because he's a frog, plus he's intelligent, and he can utilize Psychic.

Anyway, Poliwrath isn't bad, but I prefer Politoed, as my absolute favorite Pokemon.

King's Rocks make Pokemon smarter; look at Slowking.
