Alright, I know PorygonZ is one of the strongest Pokemon from te 4th Gen, but I was wondering if there is anything that's has better overall stats and moves than it in the 4th Gen. Other than legendaries, and just in the 4th Gen.

I don`t know, but its defenses are average so something like Gaburaisu will kill it, come to think of it, maybe gaburaisu in some stats.

Oh yeah, I forgot to mention, I already plan to have a Gaburaisu on my team, so really it's anything other than that :p.

Well then you would have to assume your opponent doesn't have a Gaburaisu, it's not like you could just have the only one, so yes, Gabu is a Pokemon that could win in a battle against Porygon Z, along with any other Pokemon that has the Defenses or even attack enough to take it down. Like Blissey. Or even Yonowaaru.

But schemed tri attack still puts a dent in blissey, bigger dents with more schemes, and if it kept its decent defenses from Porygon2, then its sort of broken o_O

If you use Blissey correctly, I am pretty sure that it would be able to take him down, even if Blissey couldn't, Yonowaaru still could, hell I could use T Tar to get rid of it, yes the Pokemon I have stated are Over Used all the time but I don't care seeing as how I like to win. So the way I see it anything strong enough to win is fun to me and any of those could go toe to toe against Porygon Z.
Don't get me wrong though, I know Porygon Z is very good, I plan to have one on my Team myself as Porygon was one of my first Favorites.

If by some chance Blissey is not able to take out PorygonZ it won't really matter. PorygonZ will be so beaten down that it will have no chance of doing much damage to another Pokemon.

Bravery miltank and khangaskhan with a fighting attack are its weakness....
And it's hard to say what would be better than porygonz because there are pokemon with better stats but are used for different things.
