PreOrdering Question

I saw screenshots from PokeJungle and it showed mini figurines of Diaruga and Parukia, and the caption said you got them with preordering. Is this for Japan and the USA? Also, I've heard rumors Diamond and Pearl are out in Japan. Is it true?

Right now, it's for if you preorder the japanesse versions. They may do the same thing for the USA versions but we don't know.
