Prima Pokedex guides

I just brought the prima pocket pokedex from a bookstore , now I know this site has the most complete guide but when you are playing the game with no access to the net sometimes its nice to have another source of info. This reason is why I have many pokedexes as they have been updated and ammended through the years.
Anyway the latest one is a update of the hardback pokedex they published for ru/sa/lg/fr/col which at the time ommitted the pokemon that were not availiable like mew, lugia, celebi, and deoxys (showed the 3 known forms though). Well the new smaller sized edition is now covering XD and Emerald and the most complete 'dex published sofar .. but I am wondering if anyone can explain these things:

Mew is said to not be avaliable in the US and has no info whatsoever while Celebi has its move list etc even though its "how to obtain" section has "None" on all the games and actually has no real way to catch in the west.
and if you are thinking this is cos mew is only avaliable through an event, how come all the Deoxys forms say "only gained via special download at live events" while mew has no info!
I also believe the pokemon stat info is incorrect as it says celebi and jirachi are max in all areas, this would make them uber imo.. which isn't the case.. but the move info is why I get the books!

Discuss the guides and theories on the ommitted mew.. other than shear ammount of info due to XD's random move making I cannot see why it was left out.
