Problems with Eevee's Evolution (Em)

I feel like a newbie posting this here.

But anyway, my sister had this Eevee on her Leaf Green version that she was trying to evolve into Umbreon, but it wouldn't make its evolution, even though she said that it liked her alot. So I guessed that since there's no time on FRLG for it, it won't evolve into Umbreon or Espeon.

She then suggested that she trade it over to my Emerald game, where there is time, and evolve it. Last night, we traded, and using a combination of PokéBlocks, battling, and drugs (HP Up, protein, etc.), I got Eevee's happiness to it maximum. Yet, when I level it up, it still won't evolve. I'm at a complete loss over this. Anyone have any suggestions as to why this is happening?

Also, on a side note, the TVs on my Emerald version have stopped flashing (but the berries continue to grow, and the rocket launches continue). I can't help but think that this has something to do with it.

You are correct, there is no time on FR/LG so it must be in R/S/E to evolve.

Are you sure it's at max happiness? What did the woman in Verdanturf say? It's at max if she says "It can't possibly love you any more!"

Oh, I see. She says, "It seems to be very happy. It obviously likes you a whole lot." I thought that was Max happiness, because I don't usually check with her alot.

I guess I have to increase it even more. Thanks.

EDIT: Well, it's starting to evolve now (although, it tried to evolve into Espeon, so I'll have to wait for a while). So a mod can close this thread.
