Well here is my third character for the RP, and my non-Legendary one. It is also a villainous one!
Character Form:
Name: Richard Anderson
Age: 25
Gender: Male
Appearance: Richard appears to be of Cornish descent. His face is slightly pointed and rather feminine, and possesses stern dark-green eyes. These facial traits are one of the defining parts of his appearance, since most of his intimidation factor comes from the fact that his eyes seem to stare into one's soul when he glares. The femininity of his face also seems to get him many fan-girls, but at the cost of being called girly by fellow male operatives of Project Legends.
He stands at, according to his last physical, approximately a metre and eighty-nine centimetres, which was rounded up from his actual height of a metre and eighty-eight point nine six two. This also adds to his intimidation factor, since tall people with the ability to glare others into submission would probably be scary. Most of the time at least.
Along with the rest of his division, which has the task of gathering information and at times acting as cannon fodder, Richard wears a black suit, but due to his higher rank in the hierarchy and being a skilled operative, the higher-ups are more lenient with his clothing choice, so instead of a black suit with a peaked lapel, white tie and dark grey shirt, he has a gold and navy striped tie instead of the normal white tie, which he thinks of as rather boring.
Personality: Fond of using incredibly risky and strange gambits in order to achieve his goals, Richard has a manipulative streak. He likes to play with the emotions of his sub-ordinates, such as the two known only as Tall Guy and Short Guy, in order to fulfil the requirements of any mission his sub-division are assigned. His manipulations seem rather obvious at first, but people still seem to end up within his grasp.
However, despite his almost carefree use of his sub-ordinates in his manipulations, he actually cares for them, even if it isn't obvious at first, since most people assume that nobody who would play with someone's emotions without remorse would not care about anything but themselves. Richard proves them all wrong. Even if his sub-ordinates end up in bad situations, he tries to keep them alive, and congratulates them at times when they successfully complete missions.
It is rather hard to understand Richard's personality, other than the fact that he doesn't really seem to understand the concept of remorse. But people who meet him will think of him as the polite and charismatic young man who tortures people for information while drinking tea and talking about how he had once eaten seventeen burgers in one meal. Well only the ones that he torture know that he had once eaten seventeen burgers in one meal, but that really isn't the point.
History: One would expect Richard to have had a terrible childhood. Why? Well people assumed that there was probably some traumatic event which caused him to become a heartless and manipulative bastard. However, this was not the case for Mr. Anderson. His near lack of care for anything did not stem from a horrible childhood. It was actually the opposite, except for the massive amounts of homework he got from school.
Richard was born in Saffron City to a lawyer and businessman. Due to his parents having to go out to do things frequently, he was often left at home by himself, where there wasn't really anything to entertain himself with, since their family had no Pokemon, and most of his friends didn't really live close by. So he developed a tendency to torture bugs that landed on the balcony of where he lived, something most children stopped doing after starting school.
These habits continued for the rest of his school life, and the poor insects that followed their primal instincts to eat nectar from the flowers on Richard's balcony were subjected to more creative forms of torture. It was actually rather surprising how he could recreate miniaturised versions of medieval torture devices and modify them to fit the insects. He had also ended up capturing a Hoothoot, which he fed the insects he was bored with to.
Upon graduating school, Richard was approached by Project Legends, who wished for him to offer his unique skills to the organisation. He agreed, and ended up in the Information Gathering division, which was considered the dumping ground for incompetent operatives within the organisation. That was also why they didn't actually wear robes like the operatives of other divisions.
Richard ended up revolutionising the division, and quickly rose through the ranks. The Information division was no longer considered a group of idiots, but a group of idiots who could actually be skilled operatives when needed, even if they were cannon fodder most of the time. This was also the reason why he became the leader of the Torture sub-division, since his use of torture helped create the new reputation of the division.
Powers/Abilities: Being a normal human, Richard has absolutely no powers.
Other: Richard, for some strange reason, likes making references to random pieces of fiction. He can also play keyboard instruments.

Name: Andy
Gender: Male
Personality: Andy, unlike his trainer, is more just and kind. He does not like torture, nor does he like Richard's carefree manipulations of other people's feelings, but tolerates these actions anyway. These traits led to his trainer naming him Andy after Captain Falcon, due to the shared characteristics of being noble, and the bird motif.
Species: Hitmontop
Name: Bíseach
Gender: Male
Personality: Bíseach lacks the ability to feel emotions and socialise properly, since he had been raised away from the company of other Pokemon or people for, he, along with many other enslaved Pokemon, were raised to be workers for an illegal mining operation. However, after being 'liberated' by Richard, he has began to slowly learn to feel for others.
