Purifying Shadow Lugia

I have all the 9 chambers maxed tempo and I placed shadow lugia in one of the chambers it then said it was purified but when I go to withdraw it out of the chamber its not purified anymore can anyone help me with this problem?

You have to do the purification ceremony first

Make sure you do the entire Purification process, so it learns its moves and all that, and it has to be done in the HQ lab.

When you're done with purifying it and exit out of the Chamber, there will be a brief cutscene where everyone talks to you about purifying Lugia.
