Anyways, yes you can receive TOGEPI on the Water Path in Fire Red and Leaf Green. You get in as an egg. In Gold, Silver, and Crystal, you receive the egg after defeating Falkner at the Violet City Gym.
You can also get it somewhere in XD, but I don't have the game yet, so I dunno where.
