Question about catching evolved pokemon

I couldn't find the answer to this anywhere, but I'm sorry if it was answered somewhere and I missed it.
Putting the question here since it involves all the games.

Ok, so here's my question: If you catch an evolved pokemon that is is on a level that's lower than it's evolving level, are its stats better?

For example:
I caught a Seaking at level 20 a few months ago. Since Goldeen evolves at level 32 (or 33, don't remember...) would that mean that it got its stat boosts early (so would it end up stronger by level 100?)? I mean, you know, when a pokemon evolves, its stats become better. Or does it balance out and get stats just as decent as it would have if it evolved at its normal level?

If I understand what u mean. Yes

A lv 20 SeaKing has better stats than a lv 20 Goldeen, but the Goldeen will catch up once it evolves at lv33

No it doesn't. It is the same like you caught it as a Seaking or Goldeen.

Evolving pokemon earlier will not have its states boosted faster.

What a pointless post...

Anyway the stats will balence out so theyre will be no major difference in stats at the end other then evs or ivs. So no to your question.,
