I know that the Old Sea Chart was released in Japan, but what about America?

The Old Sea Chart (for Mew) has not been released yet outside of Japan.

Sorry, not yet. It's possible it will be released with the Mew-themed movie, as it was in Japan, but it's all speculation until anything's actually announced.
