ok,im using emerald trying to hatch a shiney horsea,but thats not my question.
im wondering if i have 2 slugma,would that cut it in half 2 times?

No, you can have 5 slugmas in your party that the egg will hatch in the same time if you put just one.

Just want to add that Slugma/all those other Pokes with those Abilities only cut the time in half by 1/3. I don't know why the game says 1/2. >>;; But no, the Abilities don't stack.
