I dont know if this is in the right place or not but im in another perdiciment.

While i was trading one of the shiny larvitars i got tonight in my chaining excapades for a shiny lv.5 male ralts i mentioned i had been endlessly chaining elekids to no avail.

So he offers to trade me a shiny cloned elekid for free. Of couse i say yes. I am now looking at it and everything looks right except for the caught at lv.7 part. Can elekid be found at lv.7 at the valley windworks?
