question about friendship

ok in my leaf green, i have a golbat. it is on lv. 37 now, and it keeps evolving, but stops in the middle. its done that since about lv. 33. am i being friendly enough? cause ive never evolved a pokemon by friendship before. thanks!

do you have the national dex, from beating the elite four if not that's why it won't evolve it happened to me before
