Question about Ranger 2 and 3 downloadable missions.

Title says it all, and here it is. If I start a new file on either game, will the downloadable missions still be available after the game, or do I have to download them again? And if they are still available, can I still get the Mystery Gift Pokemon? (i.e. the two Manaphy eggs, Aura Sphere Riolu, Darkrai, Deoxys, Heatran and Shaymin.)

While it has been a while, I believe you have to re-download the special missions after starting a new game. I'm unsure if the Mystery Gift part still works though
