Question about surfing and/or fishing

On the internet are a lot of walkthroughs with Pokemon locations accessable, however most of them only include the regular walking and surfing Pokemon. However accurate fishing guides aren't findable

Seeing I'm catching my Pokemon at the first possible location from Pallet Town onwards and in importance of:
1. Gift (Lapras for example)
2, Walking (Rattata etc)
3. Surfing (Tentacool etc)
4. Fishing (Shellder etc)
5. Breeding (Pichu etc)
6. Gamecorner (Porygon)
7. In Game trading (Jynx, Farfetch'd)

I've got a few questions about some Pokemon.

- Is Psyduck in Pallet Town Fishing or Surfing? If fishing which kind of Rod?
- Is Kingler findable in FireRed / Seadra in LeafGreen? If fishing which kind of Rod?
- Is Grimer in Celadon City fishing or surfing? If fishing which kind of Rod?

Question one still remains: Is Psyduck in Pallet Town fishing or surfing
(The fishing and surfing below on the page is general for all those places and some places are just fish or surf)

Question three I will alter: With which Rod can I find Grimer in Celadon?

Question two was just to make sure, I thought namely that before I rebooted the game, I found a Kingler in the wild in FireRed

Psyduck is in Pallet Town fishing with the super rod.

Same goes for Grimer but in Celadon ofcourse.

To get Kingler you need to evolve Krabby, or trade one from LeafGreen, which can be caught with fishing with a super rod.
