Question regarding EV's

My question is this:
If I hatch a pokemon and it has for example got 12 ATTACK, does that mean that it already has 48EV's into its ATTACk stat?
If so does that mean I have to deduct 48 (and the amounts from the rest of its stats) from the max amount of EV's allowed into that stat or the "overall maximum"?

Or does it all start from 0 as far as EV's are concerned?

EV's always start from 0 when the Pokemon is caught, hatched, received, etc.
