I currently have a USB-adapter infrared transmitter/receiver for my pc. In theory, I should be able to use it to transmit to my GBA games through the wireless adapter and perhaps get a hold of those blasted tickets from the Nintendo events that happen far, far away from anywhere I'll probably ever be. However, that would require a specialized program, perhaps one very similar to or exactly the same as that used by real "wonderspots." Does such a program exist? Could I get it somewhere? Would that even work?

NO. IMPOSSIBLE. And nintendo would lose sales!
No, if that was possible, I would have Ho-oh and more. So NO.

That makes me sad :( I'll continue the search anyway, and besides, what sales would they lose? They won't sell me a deoxys or mew anyway. I guess tickets to the event would be less in demand if you could get special tickets from somewhere outside the event, but..well...I still have hope, thats all. If I ever find something like that I'll let you know, of course. And, if you really want the ho-oh, there's always colosseum...

Your theory is a bit incomplete.
In order for that to work, you would.....
1. Connect a wireless adaptor to ur gba w/ compatible game
2. have a compatible wireless reciever/transmitter on your computer (just because it's infrared doesn't mean it's gonna always recieve the signal corrctly)
3. have the signal interpreted by a program that could take in the signal and recieve/transmit the data from the signal over the net.
4. have the signal recieved from a computer with a similar program.
5. either have a program on the computer, or have a similar reciever on that computer that could upload the tickets from a wonderspot.

The WA isn't infrared! It's 2.4GHz microwaves! (the same as wi-fi)

Hypothetically, what you want to do would be possible if you have a wifi card in your PC. It would require an extreme amount of reverse engineering and low-levels systems programming to figure out how the WA transmits data and design a Windows protocol binding to allow for communications with it. Then, you'd need to figure out how the Mystery Gift function is designed to work (very difficult if you don't have access to Nintendo's own machines) and emulate it. I believe Mystery Gift is script-based, so you'd finally need to write a script (after figuring out how they work, but this info's already availible for Mystery Events, which probably work the same) to place the desired Ticket in your bag.
