Above Vermillion in the little river.

King's rock is found in the Sevault Canyon on Island 7.

I don't know.

1. By Cerulean, the pond where Bill's house is. Use Super/Good Rod. With Super Rod you might get a Poliwhirl

2. Sevault Canyon, Island 7. GO LOOK FOR IT

3. Did you collect both RUBY AND SAPPHIRE gems as yet? If no, you have to collect them to fix the machine to trade.

You can't trade to Colosseum unless you get a Game Link for it. You also have to find the Ruby and Sapphire Plates when you're in the Sevii Islands, which you can reach after you beat Blaine, or after you beat the Elite Four. However, if you want to complete the entire thing, then you're going to have to beat the Pokémon League and have at least 60 Pokémon in your PokéDex so that you can advance to the other islands.
