I defeated the elite four and I've been cycling around kanto in every bit of grass but I have not encounted Raikou once. Is there anywhare where it is more likely to be than anywhere else?

trade over a raikou from elsewhere and watch the pokedex for it
thats what i did for my entei

i just flew to the same town and checked the dex untill he was in the grass next to me, and then bam, caught!

You can go on a grass, save the game. Walk untill you encounter 4 pokémon. If you don't encounter Raikou you can soft reset and try again for 4 Pokémon untill you encounter Raikou.

I think i heard that you can find it easier on route 11, but i know its probably rubbish.

Ive found mine in may places. I found Entei in the safari zone once, but it escaped then I caught it on the route East of Vermillion city. Ive got 2 Suicunes which I can in Route 11 and the route to the East of Celadon city and I caught a Raikou in Route 1. Yes, it is random.

So I found it on route 11, and trapped it with Dugtrio's arena trap but then it used roar and ran off. what do I do now?

Don't save the game. After Roar it is impossible to find it again. Reset !

The places that I found it the most were Both grass patches to the sides of Celadon but I bet it varies with everyone.

One question Do you still have your master ball? if so, throw it the next time you see Raikou, because you only have one or two turns to throw ultra balls before it uses roar, and thats not enough to catch it. So if you used your ball on Mewtwo or something then I would say that you're toast unless the PokéGods smile down upon you. Your best bet would probably be a level 60 Wobbaffet that knows encore to stall it using roar but that's all I can think to do. Hope you catch it and good luck.

well try using a wobufet i have all three doggies but raikou is the best i think.

Dang... that sucks, I guess you can try an encore wobbuffet or if you have a R/S/E try and win the lottery jackpot and trade it over, but other than that I'm out of ideas. Sorry.

I certainly hope this means you used it on something like a shiny Pidgeotto and didn't just waste it on Mewtwo or a birdy.

I caught Raikou by using a fast False Swiper and a fast Sporer. Tracking down the thing isn't very hard once you know how. Track it down, False Swipe it, let it run, repeat until it's at 1HP, then the next time you see it, be ready with your Sporer and Spore it, let it run. Save, then track it down once more with a Dugtrio, Wobbuffet, or something, then start turfing Balls. It'll be asleep for the first few turns, which both enhances the catch rate and delays its roar. If it does roar before you catch it, reset and repeat.
