Raikou!

Okay, I need help with finding Raikou. What am I doing wrong? I started with Squirtle and I've beaten the Elite four twice. What it the easiest way to find it?

IMHO, its only luck. You can find him any time when walking on the grass. Bring repels with you to keep the weak pokemon away and keep walking in the grass 'till you find him. Also, when you're walking on the grass, a wild pokemon appears, and the music is like the one that played when you battled the legendary birds, you'll know Raikou appeared.

After you get the National Dex go to a route(bring Max Repel, Master Ball and a pokemon that is higher Lv. than the wild pokemon but lower level than Raikou(Lv. 50) in front of your party)
1. Save in a route
2. Use Max Repel
3. Run around until Max Repel wears off
4. If you didn't see ;243; then soft reset and repeat the steps
This worked for me

Hope you get ;243;(i doubt you'll get one w/ good nature/IV's)

Ok, put your pokemon at below Lv 49. Less Lv, More % to see. I found one in near Fuschia City!

Also, have a pokemon(i.e. Golbat) that knows mean look so that you can stop it from running from you, but be careful as it can roar you away and you will never see it again. This helps if you dont want to use your master ball.

that's the best way to do it if you used the master ball just get a level 40 wobofet and keep throwing ultra balls or timerballs at it

go to the underground pass abvopve vermillion, with about 30 max repels. get a level 45 pokemon or whatever in front, then run around the grass for 50 steps. then go back inside the unde3rground pass, exit and repeat until it is found. i found my suicine that way.
