I like the pictures, they all looked good and were different.
On Latias, don't put Timid and then have no Spe EV's. Make it Timid 252 Spe (To beat Infernape), or Modest/Bold no Spe (for more SpA of Def).
I would switch Rain Dance for Roost on Zapdos. He will be able to sweep better, expecially since he is slow-ish and will be taking hits. Also, since Zapdos' HP is higher than his defense, you might want to use 188 HP/68 Def, 124 HP/132 or 60 HP/196. The spread farthest to the left is best at taking Special hits, but worst at taking physical hits. I'm assuming you can identify the patter that ensues from left to right ;]. Those get maximum leftovers recovery and more Def. Although the difference is misicule, it's still there.
You probobally want Scarf Starmie. It's much better at dealing with the threats you listed in your Starmie's description.
Use the EV's Modest: 252 SpA/252 Spe/4 HP Conveniently, 252 Spe EV's and a Modest Nature + Choice Scarf puts you 1 Spe point ahead of a max Spe + Nature DD'd Salamence. The rest in SpA for Maximum Power.
I've never done a DD Tar. I don't really know it, so I won't pretend too. Maybe someone else will have some advice on it =/
Use the Scizor EV's already suggested in this thread. Or, if you want better SpD, use: Adamant: 100 HP/156 SpD/252 Atk because Scizor is a fantastic check against things like Gengar, Starmire, and Celebi.
Use the Lucario EV's I recnetly came up with. Adamant: 252 Atk/128 HP/128 Spe I know you're probobally thinking 'A 128/128 spread? What a noob!' (Right?) but in actuality, that spread works perfectly for Lucario. You get Maximum Attack, enough Spe to outrun 40-Spe Zapdos by 2 (?) points, with 40 Spe being very very common on Zapdos. Use Stone Edge over Ice Punch, as it's better against Gyarados, and it's hopeless against Gliscor and Salamence. Unless you're fighting Defensive Salamence. But he's designed to beat you, so it's hopeless there too. Just switch to Starmie (or Latias for Gliscor) and own them =]
This team is very, very similar to the one I just made. I have Mamoswine, Latias, Zapdos, Lucario, Machamp, and undecided.
Great minds think alike, right? Actually, it's funny. Last time I was about to post a RMT, another person posted an extremely similar one. And it happend again! But yours is so creative that it's not bad at all this time. Although it's *spooky*, because I was considering Starmie and Scizor for my final slot >.>
I think the rain/sand thing could work, especially since both halves are not dependant entirely on their respective weather. I think the strategy goes along the lines of 'Rain, attempt Sweep with Starmie and Zapdos' and then later in the match 'Sand, attempt sweep with Tyranitar and Lucario' correct? or am I reading to much into it?
Lucario loves Stealth Rock. It helps him take down Skarmory with a OHKO by a noticable margin. You may want to add that, but I don't see where you could.
Good team. It's well-versed defensively, and has multiple sweepers. It's hard to fit both offense and defense into a team, but you have quite nicely. I'm just bummed that I can't use Scizor or Starmie b/c I'd feel like I was copying >.>
