The green part on it's head is it's hair. oO; The orange part is a horn it uses to weild it psychic abilities. I'm not sure where you get helmet. :Þ

The spikes on Mudkips cheeks are extra attachments for the radar fin. They pick up vibrations better because the top fin is always getting blow about by wind.

I thought it was kinda obvious that the "helmet" on Ralts' head was hair since Kirlia has the very same "helmet" hanging down by the sides of its face and Gardevoir has this elegant hair thing going on.
Whether or not the haircut is a horrid put-a-pot-on-your-head-and-then-cut-by-the-edge one can then be discussed :<

well i thought its haair was a helmet type thing with the orange horns....ive never seen ralts outside R/S/E
