EVs are too simplistic and Confuse Ray sucks. grudge is pretty cool IMO. Not much it can PHaze either so you could go for a "double-spore" combo, Hypnosis one poke (which'll hopefully be their water type or something likely to count Tales) and then Wisp the next thing in.

For EVs, "I" would go for:

EVs: 196 HP / 148 Spd / 164 SDef
Timid Nature (+Spd, -Atk)

Don't use it... You already have 1 fire type in this team, you don't need two. Flareon is also an inferior mixed sweeper to Blaziken and many other things.

Go for more Def and leave SDef. You seem to be trying to do too much with this Blastoise, Spinner, Hazer and statuser... Maybe go for Ice Beam since it's your only mence counter so far.

Team has 2 electric weaks already, you'll want to avoid a 3rd and have a solid Zappy/Jolty/Kou counter. venusaur does it decently, as do many other grass types. No Normal/Ground/Flying/Rock resist makes life a bit TOO easy on CBers so you'll need a good physical wall and a backup Poke that resists the other resistences that your wall doesn't counter, for example: Steelix (resister of Normal/Flying/Rock) and Salamence (resister of Ground attacks and with Intimidate reasonably capable of taking physical attacks. Also lends a solid CB Cross counter to the team). If you can come up with something that makes a good Zappy/Jolt/Kou counter and also fills one of those roles (Steelix can counter them fine) then you have room for a good special wall not named Blissey (or rest lax), otherwise you'll need to do go with Bliss who counters the aforementioned electrics and makes for a great special wall.
