Um Rock Slide can be obtained by the move tutor in FR/LG.

As for bliss, aroma requires breeding. Therefore, ditch refresh for ice beam or thunderbolt. Even if it doesn't have natural cure (in which it should).

No keep thunderbolt. Actually just ditch maggie. He fails, along with his awful movepool.

Just go with some other electric type such as Zapdos/raikou/jolteon or whatever. Just ditch him imo :/

Don't have calm mind? Well its knid of a necessity to make it effective. If you don't then this set can always work:

Thunderbolt
Crunch
Rest
Sleep Talk

I suppose that could work :/ Reflect>Sleep talk can work I suppose.

As I said though, calm mind is a necessity.
