Maybe teach Aerial Ace to Salamence over Crunch and Rock Slide to Tyranitar over Thunder/Blizzard to get stab moves, which would be more useful.

Since Kingdra has a decent attack stat, use one of the suggested normal-type moves to help take down opposing water-types, and anything with a high sp.def-defense ratio (such as Blissey or Hypno). Toxic will also help in that matter.
