EVs are the values you get by defeating Pokemon in battle (or holding an exp share while another poke does the work). EVs are one factor in raising a Pokemon's stats to a beneficial level. For every four EV points you earn in a given stat category, it gives you one stat point for that category (which may or may not show up before level 100).

A Pokemon can only gain 512 or fewer EVs. But it can only gain 255 in any one stat. Most people "max out" certain stats to play into their Pokemon's strengths. Maxing out a stat means giving it 252 or more EVs, which translate to an extra 63 points in that stat, if you do the math.

Mold Breaker is bad for Flygon, because it eliminates the effect of levitate, making it susceptible to ground moves. Although, Flygon is ground/dragon, so a ground move isn't going to do it enough damage to worry about, I wouldn't think.
