DD set. HP Flying if you have a lot of spare time to rebreed over and over. Otherwise, Return will be just fine. Hydro Pump to counter some Rock/Ground Types and Fire Blast if you need to counter Skarmaory.

Anyways, Timmy73's got it down. Use his set please. Though Taunt/Thunder Wave might be better over Hydro Pump as it won't do much despite STAB. It's up to you though. And EV's/IV's are better than the stats themselves if you are going to give us extra information.

Even Tanks are more offensive in-game, and nothing is going to try and phaze you away. Substitute > Taunt for blocking status.

Honestly, Hydro Pump is a great choice, otherwise, Gyarados says gg to Aerodactyl/Skarmory/Solrock/Lunatone.

And what level is your Gyarados? It can’t be at lv. 100 yet, according to its stats.
