I've started a new game recently, and these are my strongest Pokemon. I WILL NOT use Shiny Gyarados or Legendaries. The last two slots are almost always HM slaves.

A grass type might be useful, and if you taught it sunnybeam, Typhlosion would benefit too. Sunflora might be pretty useful for this.

I would have only 1 HM slave,Teach crobat fly,it covers for his dreadfull move-pool.Another good pokemon to put in here wiuld be Ho-oH or jynx or tauros/miltank or Girafarig.
A good HM slave is azumarill it can learn - strength,rock smash,surf,waterfall and whirlpool.

Total Damage of Wing Attack in 2 Turns: 120
So I'll keep Wing Attack.

I won;t use Ho-oh. Besides, this is Silver, so it would be a while before I could get one.

It's a shame Marill is so rare in Silver...

earthquake over smokescreen, flamethrower/fire blast (I use fire blast, but there are ALWAYS idiots who say flamethrower) over flame wheel, and the slot with quick attack is a filler slot. I like using minty rest, but nearly anything floats except doubling up.

keep wing attack and c-ray. steel wing over bite, and haze over swift imo. but crobat REALLY sucks in GSC. I guess that's the best set there is for him. mean look may also work over either bite or swift.

tbolt over tpunch, filler move over cotton spore. iron tail, light screen, rest, etc. all work.

no earthquake? over headbutt. and curse over ice punch, quaggy can't use special attacks well, it's a ground with an added water type, not the other way around.

gyarados is sucky in gsc, just use it as hm slave imo

I would suggest investing in a grass type for support, and another physical pokemon. Snorlax comes to mind, as does ursaring.
