actually, those ARE good moves for Sceptile.

You use Subsitute

Then Leech Seed

the opponent can't hurt you and Leech Seed saps their health. Sub isn't just for big chunky Pokemon (go tell that to Jolteon/Manectric/Typhlosion/Espeon/Houndoom etc)

and while the Sub is intact, you use Leaf Blade/Thunder Punch/HP Fire, Ice/Dragon Claw/Crunch for its Sp.Attack power.
