rate my second team

Ok so i posted a team on here a while ago (not very good), but have come up with another (pretty similar though a little different).

Starmie @ Leftovers
Trait: Natural Cure
Evs: 40 hp / 252 SAtk / 216 Spd
Nature: Timid (+spd -atk)

Ice Beam
Thunderbolt
Recover

planned on opening with him (but not sure)


Electivire @ Damp Rock
Trait: Motor Drive
Evs: 252 SAtk / 100 Spd / 156 Hp (not sure)
Nature: Modest (+satk -atk)
Rain Dance
Thunder
Flamethrower
Psychic (not sure)

OK i know he is better used a phys attacker, but for the sake of my team and that his attack isnt really that bad i have opted for spec. so i was gonna use him when i can predict a electirc attack against starmie or manaphy

Trait: Hydration
Evs: 252 Spd / 200 SAtk / 56 Hp
Nature: Timid / Modest
Rest
Tail Glow
Surf
Ice Beam

im using this guy coz i dont believe he is uber, as anyone else can up their attk with dragon dance or calm mind. Use him after electivire has came in and rain danced and thunder'd a bit or when the opponent has switched in on electivire.

Normal Phys Attker, also not sure if i need Earthquake on him to in someway counter electric weaknesses that my team sorta has (manaphy and starmie)or is that not that big of a deal

Normal Special Wall (i change the nature and ev spread as on geocties i inputed the stats and it said if i change it, and hav it this way ill get the same sdef and hp stats but higher def)

Evs: 200 Def / 252 Hp / 56 SDef (not sure if i need Sdef)
Nature: Impish (+def -satk)

Phys Wall, also Rapid Spinner (does he work any good as a rapid spinner)


Ok so any help would be appreciated, it may not be the best team, or it may not even be decent but its what i have come up with so can someone please give me some tips to helping my team...

Also do i need another rain dancer to help Manaphy or not (maybe give Starmie rain dance or whateva)

Alos as stated before i put Manaphy in as i dont believe he is Uber as anyone else can dragon dance or clam mind themselevs.

Your other pokemon look pretty good but I think your Manaphy should have leftovers or Chesto Berry attached to it.Max out its Sp.atk and Spd. stats without any remaining in its defenses.

Ok Thanks guys, and to dusk i wasnt quite sure as to how much i should put where, so i have added a little more spec attack but also want that little extra on the hp.

Starmie needs Psychic instead of Recover.

yeh i was thinking about putting psychic in there, but i really want to use recover, is there somethin else i could get rid of for psychic or not?

can someone really help me with an electivire set, btw i want to use a spec set coz of rain dance thunder

Also i was thinking i have a lot of t bolters, and ice beamers, should i change starmie from having i beam to having psychic?

and possibly switching lucario with a ludicolo or a toxicroak, or does that leave me to open?

Blissey needs to take off T-Bolt and Ice Beam. Actually, Ice Beam is an OK move, but I prefer Seismic Toss. Also, you want Thunder Wave or Sing as a disable move.

legendary x, is the ev spread i got now alrite, checked it on that geocities site and sed it would get a better def while keeping the other two the same, also i need a decent phys attkers, what should i use

i was thinking about gettin rid of tbolt or ice beam, but i cant get seismic toss on d/p, as blissey only learns it through emerald

also how hard is it to trade for these pokemon with decent iv spreads in d/p, is it reasonably common or would i be better off just catchin dittos and breeding in emerald?
