Milotic isn't a sweeper, it's a tank, if you wanted a sweeper you picked the wrong poke. You only need 12 Speed Evs for outrunning the Base Speed of Agi-Gross, DD-Tar, Swift-Swim an Chrlohpilers.

Only pass it 2 Speed boosts so that it can outrun everything but the fastest few Pokes (Base 130 Speed and up). Competent people won't let you sucessfully Protect-Sub stall.

Can't hit Lax or Blsis hard enough with Focus Punch. Sub-Seed is a MUCH better means of stalling out Lax and Bliss. EVs are all messed here again, you seem to go under the assertion that "tiny" bits of defence is gonna make a game breaking difference. It's a rarity and you'll find 252 Speed will make more of a difference most of the time. Outrunning Starmie > Taking an Ice Beam from it. etc

As previously mentioned nothing here can switch into CB Flying so CB-Mence has a good giggle. Everything has a CB Cross weak but this team does in particular, your only two Bug resists are very squishy (Gar and Jask). Your only Normal Resists can get KOed very easily (Gar) if you mispredict unlike a "real" normal resist like Skarm, Meta, Rhy or Lix who can actually take a hit if you mispredict.
