Dragon Rush is a waste on garchomp and blissey with metronome is idiotic. Her SpA can't use Ice Beam properly. Charizard is worthless; teach him some useful moves over fire blast as two fire moves is useless and get rid of defog. Milotic = the only pokemon on the entire team that looks moderately useful in any way at all.

Ice Beam on Blissey is fine, in fact most Blissey usually carries Ice Beam.
