I won't rate your Firered team, because you haven't progressed in it yet.

Just some comments about your ruby team: You HAVE to level your pokemon for the elite four. Teach Sharpedo surf instead of waterfall. Replace Swellow and Sandslash with something else. You need a fighting type in the elite four to do well, you also want an ice type (Glalie) for Lance.

To be honest, your pokemon could use quite a bit of leveling to catch up to sceptile... if sandslash knew sandstorm, it could be nearly untouchable with a few sand-attacks mixed in thanks to sand veil, also, you need a pokemon with a stronger fighting type move than rock smash (Steel type works as well) to take care of the 3rd elite four members ice type pokemon.
