Cheren from Pokemon Adventures. What's interesting about Cheren is that he's a friendly rival but he's a friendly rival that questions if friendship can truly push a Pokemon to their full strength as opposed to a jerk rival that questions if treating them like tools can push a Pokemon to their full strength.
