Rate the Above Pokémon Anime Character

I would post a character from the Pokemon anime, and the next poster would rate that character on a scale of 10 with 10 being the best and 0 being the worst; and he/she would post a different anime character(Must be from Pokemon anime) to be rated by the next poster. Please also post why you gave the character that rating, only if you have a reason. You may repeat a character that has been rated after five more posts. As simple as that.
Rules:
1. No flaming.
2. No spam.
3. No multiple posting, use the edit button.
4. Characters MUST be from the Pokemon anime.
5. Only repeat a character that has been posted after five more posts.
E.g.
Person 1: Ash
Person 2: 10/10 because he has great pokemon. Misty.
Something like that.

EDIT: I've realised that my game has not been very popular, so I've decided to add something to the game - from now onwards you can post Pokémon that have appeared in the anime as well. You can state a Pokémon that belongs to a specific trainer, for example Ash's Sceptile; or you can mention a Pokémon that have appeared in the anime in general. When you rate a Pokémon that the previous person stated, you will rate it by its characteristics in the anime, don't bother about how useful it is in the games.
