That's Lelouch Vi Britannia from Code Geass (you're on MAL so you'd know he's the no. 1 rated character). That different color eye is his special ability known as Geass, where he can manipulate people by sending signals that mess up their cerebrum. Long story short, watch Code Geass, it's awesome.
