One thing, Raticate has a maxed (Modest included) Sp Att stat of only 218. This should be indication enough to not use Special Attacks with it.

Try an Adamant one with,
-Screech
-Hyper Fang/Return
-Super Fang
-Shadow Ball

Endure
Reversal
Screech
Super Fang/Return/Shadow Ball

Endure/Reversal combo combined with Screech con cause a lot of pain!

Ev's 252 Attack/Speed,6 Defense

Return
Shadow Ball
Iron Tail
Quick Attack(for weakned Pokemon)

Choice Band set isn't so bad either and the attacks it has are quite powerful!
