The main strategy is to bring out Camerupts, Manectrics or even Combuskens while using Trainers to get out Rayquaza ex, Blazikens and Combuskens.

This deck needs a lot of work. You could take out around 10 energies and put in 10 decent trainers. Like, Holon Farmer, Stevens advice and Bill's Maintenance.

I'll give you this, This is one of the best decks I've seen on serebii for a long time, but it looks like a sad attempt at reviving BEX and this is nowhere near the power that deck had. I should know, I play/ed one.
NOTE, in the poll portion I'm giving it a 0/10 because I think that option is funny. Real score 5.5/10

Overall, not too shaby for a start, if you want it to be real good, ignore the whole Blaze/Ray theme thing and focus on making this deck work (with or without B/R, it doesn't matter). Less energy too, 16-18 is good, put those slots to trainers, good trainers.

Bill's Maitenance, and other staples.
