Rayquaza.. gone?

Yah, i fight my way up the 25 floors, readying to get to the save point, carrying HM fly and all those things - and the dungeon is cleared! ive done this twice, any1 who can help me about what im doing wrong? i just cant get to the ekstra 9 floors who unlocks rayquaza

If you want to get to a legendary Pokemon, suspend all rescue missions for the corresponding dungeon.

Zapdos is at Mt. Thunder - Suspend all rescue missions for Mt. Thunder before you can get to Zapdos.
Moltres is at Mt. Blaze - Suspend all rescue missions for Mt. Thunder before you can get to Moltres.
Articuno is at the Frosty Forest - Suspend all rescue missions for the Frosty Forest before you can get to Articuno.
Groudon is at the Magma Cave - Suspend all rescue missions for the Magma Cave before you can get to Groudon.
Rayquaza is at the Sky Tower - Suspend all rescue missions for the Sky Tower before you can get to Rayquaza.

Well, that is recommended for ALL Pokemon, since it will make it the easiest way possible to recruit any Pokemon.

If you don't have a friend bow it's 14% and if you do have a friend bow it is a 24%. You should probably only bring the level 90 pokemon if you are trying to recruit Rayquaza.

Lv90-Lv100 = +24%
Friend Bow = +10%

You don't get any boost from your rank and only your leader's level counts. Also (Just in case you didn't know) you don't need to be a higher level than the Pokemon you're befriending.

Anyways Rayquaza has a -10% recruit rate so the max it can get it 24%. If your leader is Lv90+ and is holding Friend Bow then you have that recruit rate. For all the Pokemon you listed:

Rayquaza 24%
Mew 34.9%
Suicune 34.1%
Deoxys 24%
Celebi 100% (Celebi joins automatically and you don't fight it XD)

(These are the max recruit rates, obtained by having your leader Lv90+ and holding Friend Bow)
