RBY LC is a real tier and it is pretty fun, it isn't nearly as luck based as RBY OU, probably even less than BW2 OU!

Gastly (M) @ (No Item)

With access to a 70% sleep inducing move, great Speed and a sky-high Special stat, it's no wonder that Gastly is a front-runner in RBY LC. Because of the Sleep mechanics in RBY, putting an opposing pokemon to sleep, effectively eliminates it from the match. Psychic lands a heavy hit on opposing Gastly, not to mention opponents with a low Special stat (Rhyhorn, Cubone). Thunder takes care of opposing Starmie, Omanyte and Slowpoke. Explosion is the final move of choice, with the potential to OHKO anything that doesn't resist it.

Voltorb @ (No Item)

Voltorb is a rather uncommon sight in RBY LC, mainly because the ever-present Rhyhorn completely shuts it down. It's poor Defence and weakness to Earthquake (and Dig) also does it no favors. Despite this, Voltorb has many a few tricks that can be put to great use in the right hands. The ability to outspeed Abra should never be taken lightly either. Thunder is the STAB move of choice, dealing amazing damage off it's 15 Special stat. A well timed Thunder Wave can cripple a sweeper such as Abra or Gastly and allow a team member (such as Doduo) time to set up. Explosion can be used as a speedy getaway, and since Voltorb speed ties with Diglett as fastest in the tier, will usually leave a huge dent in something. Mimic is listed as the final move as it is Voltorb's only hope of dealing any significant damage to Rhyhorn. If you can predict your opponents Rhyhorn switch in, then Mimic will give you a slim chance to copy Earthquake. It's not very reliable, but due to Voltorbs limited movepool, it's the last viable option.

Diglett (M) @ (No Item)

Digletts amazing Speed stat is the sole reason the mole pokemon sees use in RBY LC. Earthquake is a solid, reliable STAB, allowing Diglett to OHKO threats like Gastly and Voltorb (watch out for the speed tie). Rock Slide forms a pseudo Edgequake combo, allowing Diglett to threaten foes like Doduo (and Pidgy?). Slash is there to look pretty, but the added Crit rate can come in handy if you're in a pinch. Sub is there mainly as filler, but can guarantee that Diglett can't be revenged by Voltorb.

Slowpoke (M) @ (No Item)
- Fire Blast/Amnesia
- Blizzard
- Psychic
- Surf

Despite being the slowest pokemon in the tier, Slowpoke is a highly underrated threat in RBY LC. With the defensive stats to tank several neutral hits, typing that allows it to switch in to Abra, and an incredibly vast movepool, every team should be prepared for this behemoth. The moves listed are used in order to deal out as much damage with as much coverage as possible. It's rare to find a pokemon in RBY LC that is not hit for at least neutral damage from one of Slowpokes moves. Blizzard hits Dratini and Doduo hard, while STAB Surf is there for Rhyhorn, Cubone, Diglett and Growlithe. Psychic lands heavy hits on Gastly and Bulbasaur while Fire Blast rounds out the moveset allowing Slowpoke to beat Paras with ease. Amnesia can also be used over Fire Blast to bless Slowpoke with godly Special, allowing it to tank hits with even greater ease and hit back even harder.

Rhyhorn (M) @ (No Item)
- Substitute

- Body Slam
- Rock Slide

One of the most common sights in RBY LC and for good reason. What Rhyhorn lacks in Special and Speed, he more then makes up for in power and physical bulk. Sub should always be used as Rhyhorn often forces switches and the free turn for Rhyhorn can prove invaluable. It also allows Rhyhorn to laugh at Growlithe's attempt to deal damage with Dig. Earthquake and Rock Slide form the pseudo Edgequake combo hitting every pokemon in the tier for at least neutral damage. Having STAB on both of these moves make them even more deadly. Body Slam is listed solely for it's chance to land Paralysis on something, however due to the sheer power of Rhyhorns STAB moves, there is rarely an opportunity where it can be put to good use.

Seel (M) @ (No Item)
- Surf
- Ice Beam/Blizzard
- Headbutt
- Rest

An often overlooked pokemon, Seel is a great example of a bulky Water type in RBY LC. Its 26/15/14 defences combine perfectly with Seel's water typing to give it the ability to switch in to several powerhouses like Cubone and Rhyhorn and scare them away. Surf is a very reliable STAB move and deals solid damage. Ice Beam is the backup move of choice, as Seel is rather bulky, so can often forgo the extra power of Blizzard, however if you do not fear the drop in accuracy then Blizzard is always an option. Headbutt works surprisingly well on Seel, as it gives it a way to hit Slowpoke and Poliwag, two pokemon who would usually laugh at Seel and set up Amnesia without fear. Rest rounds out the set to keep Seel healthy. Despite the Sleep Mechanics in RBY, Seel is actually bulky enough to take a few hits while asleep and Rest of the subsequent damage. For this reason, Bulbasaur and Tentacool are often seen paired up with Seel, with a Toxic/Posion stall strategy. Seel also pairs up very well with Voltorb as Voltorb is usually completely walled by Cubone and Rhyhorn, which in turn, are scared away by Seel. All in all, Seel is not the most exciting pokemon in RBY LC, but you'd do best to not underestimate it.

Vulpix (M) @ (No Item)

- Quick Attack
- Confuse Ray

Initially, it may appear that Vulpix and Charmander are interchangeable. Same typing and very similar stats. However what sets Vulpix apart is a much greater move pool and access to the Holy Grail of RBY LC moves; Quick Attack. Quick Attack transforms Vulpix from mediocre Fire type, to amazing revenge killer. Having trouble knocking the last 10% off Voltorb/Diglett? Just send in Vulpix to clean house. Fire Blast is the obligatory STAB move of choice, capable of burning down Cinnabar Island, or just destroying opposing Paras, depending on your mood. Fire Spin is a great way to make your opponent rip out their own hair and with Vulpix's respectable 16 Speed, can really do work at breaking down opposing walls. Confuse Ray is mainly filler, but if you really want to give your opponent another reason to hunt you down and shoot your kneecaps out, it's always a fun option. Overall Vulpix isn't the best pokemon in the tier, but it can fit in well with many teams and if you're not prepared, you can find yourself wondering where it all went so wrong...

Abra (M) @ (No Item)

Abra is probably one of the most used pokemon in RBY LC and it is pretty clear why, it is good. To start off Abra is only outsped by 2 pokemon in the entire tier and neither of those can switch into Abra without being seriously crippled or just flat out KOed. Next is it's fantastic Special stat (and remember in RBY this determines special attack and defense) of 20. 20 is the highest Special stat in the tier and is higher than any Attack stat, which means nothing hits harder than Abra. With the Special stat also determining Special Defense, Abra can take most special hits without breaking a sweat. A Psychic typing is also a god send in this metagame, both offensively and defensively. On the offensive side, only other Psychic types resist it, so it is pretty safe to spam it. On the defensive side, it doesn't take super effective hits from any viable moves. However Abra is not without its flaws. It is one of the least physically bulky pokemon in the metagame and it has a pretty shallow move pool. Now let's get down to the moveset business. Psychic is pretty self explanatory; Special STAB with the bonus of almost no resistances. Now here is one of Abra's biggest problems, Psychic and Psywave are Abra's only special moves and using both on the same set is redundant. Reflect's mechanics make it very useful, doubling Abra's defense until it switches out. Thunder Wave is also good for crippling the other team but it is more of a support move since only 2 pokemon outspeed Abra and one is Ground type. The last move is a bit of a toss up, Substitute is useful when Voltorb or Diglett might switch in, though hitting them on the switch can be just as effective and in RBY subs don't even protect from status (namely Thunder Wave from Voltorb). Rest is another option for recovery and to get rid of paralysis but the RBY sleep mechanics make you wait until the turn after you wake up to do anything. Counter seems like a good move since Physical attacks will almost always come Abra's way but it only works on Normal and Fighting types, and since Fighting attacks are pretty rare and not very effective, only Normal moves will be counterd typically. Overall Abra is a fantastic pokemon that should be considered for any team.

Growlithe (M) @ (No Item)
- Fire Blast/Flamethrower
- Dig
- Double-Edge/Body Slam
- Agility

Growlithe isn't too common in RBY LC but it can certainly hold it's ownl. It's underwhelming speed is offset by access to Agility. After one Agility Growlithe outspeeds the entire metagame. It also has a respectable 16 Special and Attack so it can hit fairly hard on both sides of the physical-special spectrum. Fire Blast is the preferred STAB move but Flamethrower can also be used if the 85% accuracy scares you. Dig is horrible in most metagames, but with 100 base power in RBY, it can be used with some success despite taking 2 turns. Double-Edge is the preferred normal move since Growlithe will be relying on it to hit bulky Waters like Starmie and Slowpoke but Body Slam can also be used for the paralysis chance and lack of recoil.

Staryu @ (No Item)
- Blizzard
- Hydro Pump/Surf
- Recover
- Thunderbolt/Thunder

Staryu is a great Pokemon but is often out-shined by Abra. It shares a speed tier with Abra but has only 16 Special while Abra has an amazing 20. You may ask, "Why should i use Staryu?" and the answer is movepool. Yes Staryu is more physically bulky, but what really makes this star shine is its outstanding movepool. Hydro Pump is a great special STAB attack, however if the 80% accuracy has you troubled, Surf is still a great option. Blizzard hits Dratini, Flying types, and Grass types for huge damage and is slightly more reliable than Hydro Pump for Ground types. Thunderbolt lets Staryu defeat opposing water types, namely Slowpoke and other Staryu. It is also a more reliable way to hit Flying types. Thunder can be used to hit harder but the 70 accuracy can be infuriating. Recover gives Staryu the longevity required to sweep some teams. All in all, Staryu can fit in well with any team and is often the 'glue' that holds successful teams together.

Doduo (M) @ (No Item)
- Double-Edge
- Drill Peck
- Agility
- Body Slam

Doduo is arguably one of the best physical sweepers in the metagame. With a speed of 17 very few pokemon outspeed Doduo, and with 18 attack it ties Rhyhorn for the second highest attack stat. Agility takes that 17 speed and doubles it, making sure nothing outspeeds Doduo. Double-Edge is a physical STAB with 100 base power which allows Doduo to hit things for insane damage. Drill Peck is the flying STAB move of choice. It allows Doduo to hit Grass, Bug, and Fighting types super effectively and without it Doduo wouldn't be able to hit Gastly at all. Body Slam is weaker than Double-Edge but it can be used when Doduo cannot afford the recoil of Double-Edge. The Paralysis chance is also a nice touch. Things aren't all sunny as Doduo is stopped hard by Rock types so be wary, especially of the omnipresent Rhyhorn.

Poliwag (M) @ (No Item)
- Amnesia
- Blizzard
- Hydro Pump/Surf
- Psychic/Surf/Hypnosis
Poliwag is arguably the best set up sweeper in the entire RBY LC metagame. Access to Amnesia allows Poliwag to hit like a truck and take special hits like a monster and at 18 speed only Voltorb and Diglett can outspeed it. Hydro Pump is the strongest weapon in Poliwag's arsenal but Surf can be use to avoid frustrating misses. Blizzard hits Dratini, Bulbasaur, Paras, and Doduo. Psychic is a great move for hitting Fighting types but if the rest of the team can handle them, and you went with Hydro Pump > Surf, you can replace Psychic with Surf so you don't have to rely on an 80% accuracy move. Once Poliwag is set up, very few things can stop it. Voltorb can work if Poliwag has prior damage but it gets OHKOed by Hydro Pump while Thunder only does about 73% after Amnesia. Diglett also outspeeds Poliwag but its EQ does less than Voltorb's Thunder (around 50%). Slowpoke has bulk and resists all of Poliwag's attacks but can only 3HKO at best, while Hydro Pump is a 2HKO. A set up Poliwag at full health is virtually unstoppable without some sort of luck. Hypnosis is always nice with the RBY sleep mechanics and can be used in the last slot but overall Hypnosis is an unreliable move and Amnesia + 3 attacks is usually all Poliwag needs to get the job done. It should be noted however that Hypnosis can be used to catch checks like Voltorb and Diglett on the switch and gives Poliwag a free set up turn.

Eevee (M) @ (No Item)

- Quick Attack
- Body Slam
At first glance, Eevee may appear to be the epitome of Normal. It's stats aren't anything to write home about and it has an almost exclusively Normal movepool but that doesn't stop Eevee from standing out. First and foremost, Eevee is one of the 5 Pokemon in the RBY LC metagame that gets access to priority. Not only does Eevee get Quick Attack, it also receives a STAB boost from it. This makes Eevee one of the cutest revenge killers ever. However that's just about all Eevee has going for it. Outside of Quick Attack nothing from Eevee really stands out. STAB Double-Edge is nice but 15 attack is pretty average. Sand-Attack helps annoy your oppoent to death with misses, especially helping Eevee avoid the 80 accuracy fighting move Submission. Body Slam is basically just filler, the chance of paralysis is nice but you could put any move there and this set's effectiveness would be unchanged. All in all, Eevee does a terrific job as a revenge killer, but it's role outside of that is quite limited.

Pikachu (M) @ (No Item)

Pikachu may be mostly known because of it's stint in the anime, but RBY LC really gives Pikachu a place to shine. At first glance Pikachu appears to be a bad version of Voltorb but Pikachu has a few tricks up his sleeve to set it apart from it's electric brethren. First off, Pikachu has access to Agility, a move that makes any pokemon outspeed the entire unboosted RBY LC metagame. Thunder is the reccomended move over Thunderbolt as 14 special is fairly lack luster, so Pikachu appreciates all the power it can get. Quick Attack lets Pikachu revenge kill to some extent, but unlike Eevee and Rattata, Pikachu is not a Normal type thus Quick Attack gets no STAB boost. Thunder Wave could also be used to help cripple the opposing player's pokemon, however this is best used to support the team rather to aid the Electric mouse. Surf is what really separates Pikachu from Voltorb. Voltorb is pretty much walled by Ground types (especially Rhyhorn) being forced to either switch out or Explode in order to bring in a team mate safely. With Surf Pikachu can not only stay in on ground types, but usually OHKO them too. All in all, Pikachu may not be as great as on TV but you'll do well not to underestimate him.

Paras is a very potent threat within RBY LC. With the access to every status (barring Freeze) it is capable of crippling many pokemon, however Spore is Paras’ largest selling point. The only 100% accurate Sleep inducing move in a gen where sleep is even more broken than ever is an amazing asset. Slash is an incredibly dangerous move in RBY inflicting Critical Hits left and right. Mega Drain is to allow Paras to stay alive longer and deal with Cubone (on the switch) and Rhyhorn (Speed tie). Stun Spore is useful to cripple fast threats such as Gastly, Abra and Staryu, however Reflect is also an option to beef up Paras' already decent 15 Defence.

Koffing (M) @ (No Item)

- Explosion
- Fire Blast/Thunder

Koffing is the embodiment of a utility pokemon. While it doesn’t have many notable features it does have above average defence and with access to Haze, Koffing can put Agility/Amnesia users in an awkward position. Sludge has a high chance of poisoning and a STAB attack coming from a 16 point Attack stat, should not be underestimated. Explosion is to remove a threat quickly, however watch out for Gastly who will usually switch into Koffing without fear. Fire Blast or Thunder is the choice in the last slot either or one provides coverage over the annoying grass types the other over water types which fill the tier.

Tentacool (M) @ (No Item)

- Blizzard
- Mega Drain

Tentacool is a decent threat in RBY LC if it has the proper support. The little jellyfish has a fairly decent Speed stat, reaching 16, along with a decent move pool. Wrap is by far the most annoying move in the game in RBY, and with paralysis support, Tentacool can sweep entire teams. Hydro Pump is a powerful STAB attack which can decimate Rock and Ground types. Blizzard is an amazing move in RBY having 90% accuracy and can wreck opposition such as Doduo and Bulbasaur. Mega drain is mainly for Omanyte and for finishing off weakened Water types, while recovering any lost HP.

Venonat (M) @ (No Item)

- Stun Spore

At first glance Venonat isn’t a very strong competitor in RBY LC, however it has great potential to annoy the opponent with access to many status moves along with acceptable stats. It does face competition with Paras, as the latter has a more reliable Sleep inducing move but the thing the differentiates Venonat is it's speed. 14 Speed allows Venonat to render other status users useless and can also cripple some threats such as Cubone and Machop effectively.

Shellder (M) @ (No Item)

- Surf

Shellder is yet another pokemon competing with Dratini and Tentacool for the slow-destructive-annoying-death-killer title. Clamp is a Water type version of Wrap, but Shellder also gets STAB on it, meaning that it can layeth the damage down.. Blizzard once again is a incredibly powerful move and nails Grass types who would otherwise counter the shellfish. Explosion is a lethal move on any pokemon that gets it and Shellder is no exception. Surf is to remove weakened opponents without being locked into Clamp. Outside of the listed options, Shellder is fairly underwhelming and if you're not looking to annoy your opponent into an early grave, you can probably find a better team member.

Meowth (M) @ (No Item)

- BubbleBeam
- Body Slam

Meowth is a kitten on a mission; Crit all the things. Slash is a high Crit STAB move and in RBY, combined with Meowths Speed, that means that it will crit every time. Thunderbolt is for Water types, especially Omanyte which resists Slash, and also has a small chance of Paralysis. Thunder is also an option but the lack of accuracy makes it much less reliable. Bubblebeam is used to deal with Rhyhorn who would otherwise laugh at Meowth. It also nails Cubone for Super Effective damage and targets it's lower Speed stat. Body Slam is mainly filler, but having the Paralysis chance is nice, especially if you can predict a switch.

Staryu looks really good, since it has access to Thunder, Surf, and broken Blizzard. I wonder if Tentacruel could have some use? Its speed is decent, and it actually has a pretty high base 100 Special stat. Not to mention access to Blizzard and Surf, and I guess you could throw own Toxic or some other fillers. Clefairy has Blizzard, Thunder, and Fire Blast, which I don't think any of these other guys do (besides maybe Ratatta or something), but its stats are pretty modest.

RBY is divided into 4 tiers Ubers, OU UU and LC thats about howmuch space they have there is a possibliity for a middle cup but pther than that there isnt much
