With access to a 70% sleep inducing move, great Speed and a sky-high Special stat, it's no wonder that Gastly is a front-runner in RBY LC. Because of the Sleep mechanics in RBY, putting an opposing pokemon to sleep, effectively eliminates it from the match. Psychic lands a heavy hit on opposing Gastly, not to mention opponents with a low Special stat (Rhyhorn, Cubone). Thunder takes care of opposing Starmie, Omanyte and Slowpoke. Explosion is the final move of choice, with the potential to OHKO anything that doesn't resist it.
Voltorb @ (No Item)

Voltorb is a rather uncommon sight in RBY LC, mainly because the ever-present Rhyhorn completely shuts it down. It's poor Defence and weakness to Earthquake (and Dig) also does it no favors. Despite this, Voltorb has many a few tricks that can be put to great use in the right hands. The ability to outspeed Abra should never be taken lightly either. Thunder is the STAB move of choice, dealing amazing damage off it's 15 Special stat. A well timed Thunder Wave can cripple a sweeper such as Abra or Gastly and allow a team member (such as Doduo) time to set up. Explosion can be used as a speedy getaway, and since Voltorb speed ties with Diglett as fastest in the tier, will usually leave a huge dent in something. Mimic is listed as the final move as it is Voltorb's only hope of dealing any significant damage to Rhyhorn. If you can predict your opponents Rhyhorn switch in, then Mimic will give you a slim chance to copy Earthquake. It's not very reliable, but due to Voltorbs limited movepool, it's the last viable option.
Diglett (M) @ (No Item)

Digletts amazing Speed stat is the sole reason the mole pokemon sees use in RBY LC. Earthquake is a solid, reliable STAB, allowing Diglett to OHKO threats like Gastly and Voltorb (watch out for the speed tie). Rock Slide forms a pseudo Edgequake combo, allowing Diglett to threaten foes like Doduo (and Pidgy?). Slash is there to look pretty, but the added Crit rate can come in handy if you're in a pinch. Sub is there mainly as filler, but can guarantee that Diglett can't be revenged by Voltorb.
Slowpoke (M) @ (No Item)

Despite being the slowest pokemon in the tier, Slowpoke is a highly underrated threat in RBY LC. With the defensive stats to tank several neutral hits, typing that allows it to switch in to Abra, and an incredibly vast movepool, every team should be prepared for this behemoth. The moves listed are used in order to deal out as much damage with as much coverage as possible. It's rare to find a pokemon in RBY LC that is not hit for at least neutral damage from one of Slowpokes moves. Blizzard hits Dratini and Doduo hard, while STAB Surf is there for Rhyhorn, Cubone, Diglett and Growlithe. Psychic lands heavy hits on Gastly and Bulbasaur while Fire Blast rounds out the moveset allowing Slowpoke to beat Paras with ease. Amnesia can also be used over Fire Blast to bless Slowpoke with godly Special, allowing it to tank hits with even greater ease and hit back even harder.
Rhyhorn (M) @ (No Item)

One of the most common sights in RBY LC and for good reason. What Rhyhorn lacks in Special and Speed, he more then makes up for in power and physical bulk. Sub should always be used as Rhyhorn often forces switches and the free turn for Rhyhorn can prove invaluable. It also allows Rhyhorn to laugh at Growlithe's attempt to deal damage with Dig. Earthquake and Rock Slide form the pseudo Edgequake combo hitting every pokemon in the tier for at least neutral damage. Having STAB on both of these moves make them even more deadly. Body Slam is listed solely for it's chance to land Paralysis on something, however due to the sheer power of Rhyhorns STAB moves, there is rarely an opportunity where it can be put to good use.
Seel (M) @ (No Item)

An often overlooked pokemon, Seel is a great example of a bulky Water type in RBY LC. Its 26/15/14 defences combine perfectly with Seel's water typing to give it the ability to switch in to several powerhouses like Cubone and Rhyhorn and scare them away. Surf is a very reliable STAB move and deals solid damage. Ice Beam is the backup move of choice, as Seel is rather bulky, so can often forgo the extra power of Blizzard, however if you do not fear the drop in accuracy then Blizzard is always an option. Headbutt works surprisingly well on Seel, as it gives it a way to hit Slowpoke and Poliwag, two pokemon who would usually laugh at Seel and set up Amnesia without fear. Rest rounds out the set to keep Seel healthy. Despite the Sleep Mechanics in RBY, Seel is actually bulky enough to take a few hits while asleep and Rest of the subsequent damage. For this reason, Bulbasaur and Tentacool are often seen paired up with Seel, with a Toxic/Posion stall strategy. Seel also pairs up very well with Voltorb as Voltorb is usually completely walled by Cubone and Rhyhorn, which in turn, are scared away by Seel. All in all, Seel is not the most exciting pokemon in RBY LC, but you'd do best to not underestimate it.
Vulpix (M) @ (No Item)

Initially, it may appear that Vulpix and Charmander are interchangeable. Same typing and very similar stats. However what sets Vulpix apart is a much greater move pool and access to the Holy Grail of RBY LC moves; Quick Attack. Quick Attack transforms Vulpix from mediocre Fire type, to amazing revenge killer. Having trouble knocking the last 10% off Voltorb/Diglett? Just send in Vulpix to clean house. Fire Blast is the obligatory STAB move of choice, capable of burning down Cinnabar Island, or just destroying opposing Paras, depending on your mood. Fire Spin is a great way to make your opponent rip out their own hair and with Vulpix's respectable 16 Speed, can really do work at breaking down opposing walls. Confuse Ray is mainly filler, but if you really want to give your opponent another reason to hunt you down and shoot your kneecaps out, it's always a fun option. Overall Vulpix isn't the best pokemon in the tier, but it can fit in well with many teams and if you're not prepared, you can find yourself wondering where it all went so wrong...
