The shading is good. It scares me though O__o

Hmm, it dosent really look "grassy" in my opinion. The tail looks strange, how it just all of a sudden stops at the ball. Add maybe a collar of leaves or something allong those lines. Not your fault that it looks a bit plain, the thin body and plain qualitys Dragonair has to begin with makes it hard to work with.

It looks like an earthworm with eyes, its face looks strange, but the shading was good, the sprite could be improved.
