Really dumb avatar question (but I need it answered)

My question is: How do I upload custom avatars? It says I can do it, but I don't see a way to do it.

Any help will be appreciated.

Only mods and above can upload them because they have earned it.

Only mods can have custom avatars. Regular members can't.

You can't. Only staff can. You can pick from a selection provided though.
