Once you've completed Mt. Steel, go talk to Wigglytuff, and he'll do all the YOOMTAAHH stuff. Buy some more places, and go defeat loads of the pokemon that live in those places. The first ones are 130-1200 Poké each, but later, you get new ones upwards of 8000 each.

If it helps, Pokémon at a level above 30 get a slightly higher chance of a recruit, and by Lv.90, you get another 24.5% added to the odds.

The IQ skill Fast Friend also increases the odds by 1%, and a Friend Bow by 10%

Stick all that together, and you have a 0.1% chance of recruiting Kecleon :p

There is no Fast Friend skill in PMD1. Remember this Pokemon Mystery Dungeon Blue rescue team.

You got the IQ skills mixed up with Pokemon Mystery Dungeon Explorers of Time and Darkness

Unless bravesatlantablue made a typo and typed in Blue instead.
